Into the Russian immigrant community of Brighton Beach in Brooklyn, New York, comes state tax investigator Al Benjamin (Joe Pantoliano). Al is tracking down a mysterious con man who is operating a multi-million dollar gas tax fraud scam. But underneath, Al is seeking to reinvent and redeem himself from the middle class wasteland of his life. An NYPD patrolman seeking a chance to prove himself joins Al's quest. Their ill-advised relationship with Andre, one of their informers, and his beautiful daughter Nadia intertwines romance with recrimination and raw ambition with lust for life, as this desperate quest heads like a runaway train toward its climax.
